The United Kingdom and the United States have signed a key bilateral deal that will preserve zero import taxes on British medicine products being sold in the US market.

Key Provisions of the Accord

In exchange for the tariff guarantee, the UK has agreed to raise expenditure on drugs through the National Health Service (NHS). This move secures that duties on these vital products will remain at zero for a duration of three years.

This deal is in response to earlier statements to significantly raise duties on branded drug products, with figures discussed up to double the cost.

"This arrangement between the UK reinforces the international landscape for innovative medicines and introduces long-overdue balance to U.S.–U.K. drug exports," a statement said.

Trade Importance

Drugs constitute one of the the United Kingdom's biggest exports to the United States, which is easily the primary destination for large British pharmaceutical firms.

Export figures reveal that in the year leading up to September, the UK exported pharmaceutical products worth billions to the US. This figure represented 17.4% of British export trade in that period.

"This agreement safeguards jobs, stimulates capital expenditure and facilitates the UK to establish itself as a global hub for life sciences," a government official commented.

Key UK Commitments

The agreement entails several key commitments from the UK:

  • Price Threshold Increase: The UK will raise the price threshold at which it judges new therapies to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a goal to double total public funding on drugs from 0.3 percent of the national economy to 0.6 percent over the following ten-year period.
  • Payback Limit: The amount drug companies must return to the NHS to prevent overspending will be limited at 15%. Last year, rebates exceeded twenty percent.

Broader Context

The deal follows a protracted row between the pharmaceutical industry and the UK government over drug pricing and approval rates.

This friction were exacerbated by assertions that American patients were paying several times more for the same drugs than people in the other developed nations.

Over the last 18 months, several major drug company projects in the UK have been halted or abandoned, while substantial expansions have been pledged toward American operations.

A senior figure publicly accepted that the NHS needed to invest a greater share on treatments, noting that its expenditure on drugs had decreased as a percentage of its total funding over the previous ten-year period.
